In general

In Shadowlands you can travel in two ways, flying and gateway portals.

There are 5 zones in Shadowlands.

You can travel within each zone with gateways that you unlock

You can also travel to the main city, Oribos by portal from a zone or by flying.

I have not seen that you can travel between zones using portal.

There is only one portal (in Oribos) that takes you out of shadowlands to your main faction city.

You unlock more portals within a zone that is tied to your covenant mainly through the covenant questline.
