Outdoor Mobs (454 ilvl)
Last Season we got 415 BoE from outdoor content.
If that will be the case in Season 4, we will get 454 ilvl Gear BoE.
Raid (480 - 528 ilvl)
In Season 4, we are getting something similar to Shadowlands “Fated Raids”.
This Fated system will increase the ilvl gear of old raids. When Season 4 is out, we will get these 3 raids in a weekly rotation. Meaning, only one of the raids is tagged as a Fated raid.
A fated-tagged raid will have following ilvl loot:
Raid Finder 480 - 489 (some items 496) Veteran Gear
Normal 493 - 502 (some items 509) Champion Gear
Heroic 506 - 515 (some items 512) Hero Gear
Mythic 519 - 528 (some items 535) Myth Gear
Timewalking Raid 493 - 502 ( Shadowlands Season 4 had similar system, so might be the same here).

Weekly Quests Valdrakken (493 - 515)
New weekly quest called Last Hurrah has replaced the previous "Aiding the Accord" quest. Upon completing the quest, you will receive a Cache of Awakened Dreams. This cache contains Champion Gear, which is normal raid gear with item levels ranging from 493 to 515.
Also a Spark of Awakening.

The new Mythic dungeon system is changed in Season 4 and this change is very simple.
You will basically do harder dungeons with lower keystones. The previous season keystones will be squished down according to this table.
