The winterveil body and head armor are available during the Winterveil event. You can get it from the daily Metzen quest.
Here is how you do it:
1) Take the daily quest "You´re a mean one..." from the goblin in orgrimmar or ironforge.
2) Head to Hillsbrad Foothills.
3) Once the The Abominable Greench is dead, you can Free Metzen and take the stolen treats from the cave.
4) Head back to complete the quest and you will be rewarded with a Stolen Present. This box may contain the Winterveil customization for your Highland Drake.
