There are two items called Bubble Lifters on the bottom floor that you can activate by using a bubble key.
Activating a Bubble lifter will make it shoot bubbles upwards. When you jump on the bubbles you can move up and down on it and reach any floor you like.
You will find the bubble key inside the Naga room on 2nd floor. The Naga room is located on either room 11 or 12. Check where the entrance is and also use the minimap and compare to this image.
