There is a special vendor in your covenant that sells PvE gear. This gear is a covenant tier set that gives you bonus when having more of that same tier.
Also, this gear can be upgraded.
The maximum ilvl you can upgrade the covenant tier is 197
How to get the Covenant tier gear
You must unlock each piece via the storyline.
Each covenant will have a storyline that has a new chapter available every week.
Completing a chapter will award you with that covenant tier piece.
The first 2 chapters reward the lowest ilvl of the tier set, which is 155.
The higher chapter, the higher ilvl reward on a tier piece.
There are 9 chapters, but you unlock a full tier set after 7 chapters.
The final chapter will be unlocked 5th Jan US and 6th Jan EU.
Once you have unlocked a piece, you can buy it from the covenant vendor for 100 Anima.
How high is the ilvl and how to upgrade
Covenant Tier Gear
The tier gear has a rank on it, from 1-7.
The lowest ilvl is 155 and you can upgrade the tier gear 7 times.
The currency cost to upgrade the covenant gear is Anima.
Rank 1 155 ilvl
+9 ilvl upgrade Costs: 50
Rank 2 164 ilvl
+7 ilvl upgrade Costs: 100
Rank 3 171 ilvl
+6 ilvl upgrade Costs: 150
Rank 4 177 ilvl

Rank 6 190 ilvl

The total cost to upgrade from rank 1 to rank 7 is 1050 Anima.

What are the set bonuses
The set bonuses varies a bit between each covenant.
KYRIAN
3-piece Bonus
Soul Replenishment - Increases your out-of-combat regeneration in outdoor Shadowland zones. While in your Covenant's realm, the regeneration amount is increased.
5-piece Bonus
Serenity Blessing - Phial of Serenity grants 70 <Primary Stat> for 30 sec. Removing a disease, poison, curse, or bleed increases the amount granted by 50%.
8-piece Bonus
Aspirant's Touch - Your spells and abilities have a chance to cause your target to erupt in a blinding light dealing 480 Arcane damage or healing an ally for 590 health.
NECROLORDS
3-piece Bonus
Soul Replenishment - Increases your out-of-combat regeneration in outdoor Shadowland zones. While in your Covenant's realm, the regeneration amount is increased.
5-piece Bonus
Flesh Infusion - While Fleshcraft is active your <Primary Stat> is increased by 100.
8-piece Bonus
Victors Advantage -Killing an enemy reduces Fleshcrafts cooldown by 3 sec and your Critical Strike rating is increased by 35, stacking 5 times.
NIGHT FAE
3-piece Bonus
Soul Replenishment - Increases your out-of-combat regeneration in outdoor Shadowland zones. While in your Covenant's realm, the regeneration amount is increased.
5-piece Bonus
Fae Swiftness - Soulshape's duration is increased by 4 sec and Flicker grants a short burst of speed while in outdoor Shadowland zones.
8-piece Bonus
Guardian of the Fae - Your spells and abilities have a low chance to summon a Fae Guardian to protect you for 30 sec, increasing your <Primary Stat> by 60 while alive and periodically healing 5 nearby allies for 450 health.
VENTHYR
3-piece Bonus
Soul Replenishment - Increases your out-of-combat regeneration in outdoor Shadowland zones. While in your Covenant's realm, the regeneration amount is increased.
5-piece Bonus
Penance Brand - Your spells and abilities have a chance to inflict Penance Brand on your target dealing 660 Shadow damage over 6 sec and healing you for the same amount.
8-piece Bonus
One With Shadows - While Door of Shadows is off cooldown your <Primary Stat> is increased by 80 and its range is increased by 5 while in outdoor Shadowland zones.
