Kiopo is located on an island on the south part of The Azure Span. This island is full of Tuskarr kids playing, throwing snowballs, riding sledges and more.
Kiopo is a vendor NPC that sells you two sledges that you unlock when reaching renown 26 with Iskaara Tuskarr, the Iskaara Tug Sled and the Magical Snow Sled. These are toys that you can use on any character.
