Yes, you can have two Relics targeting the same Trait.
For example:
These two Relics (see below) increase the minor trait “Let it Go” by one rank each.
Senegos´Breath (Frost Artifact Relic)
Gives +1 in Rank
Increase the critical strike damage of Ice Lance by 5%
Instructor´s Crystal Head (Arcane Artifact Relic)
Gives +1 in Rank
Increase the critical strike damage of Ice Lance by 5%
Artifact Trait will be: Increases the critical strike damage of Ice Lance by 10% (Rank 2).
Then you can upgrade that minor trait 3 times (3 levels) with 5% increased critical strike.
Total critical strike damage of Ice lance with that upgraded minor trait (Rank 5) will then be 25%.
