The new Legendaries that gives an extra talent in your talent tree will be a random drop like the other Legendaries. This is based on the tweet the Warcraft dev team posted today. Hence that they never mentioned the actual rings, just “new Legendaries coming out in 7.2.5”. But these rings will most likely come out in 7.2.5 since they can be tested on the 7.2.5 PTR.
