Blizzard Entertainment has officially stated that the Severed Strands buff is functioning as designed, providing a 2.25% increase in both damage and healing.
In a recent announcement, Blizzard acknowledged that the tooltip for the Severed Strands buff mistakenly displays 0%. However, this is merely a visual glitch that will be addressed in the upcoming 20th Anniversary Celebration update. Players can rest assured that the 2.25% bonus is indeed active and operating as intended.
